Although we reset the maintenace lights on all services that require us to do so some vehicles don't take the reset. If the light came on as soon as you left you should have brought it back so that we could try to reset it again.
As for the reason the tires were not rotate was because you were made aware of and it was even noted on your receipt that you needed 4 new tires immediately. We do not rotate tires just to roate them, we do a through check of the vehicle and tires, if the best of tires are already in the best position to keep you safe in your vehicle then a rotation is not done.
