Not Friendly, Brusk, and Defensive
We have lived in many places that treated us much better and fixed things when we asked them to. At Oregon Tenant and Property Management, if they don't want to fix it, they just erase the maintenance request without an explanation. And if you try to communicate about it through email, they will get defensive and say that they keep their apartments above the rental code and that they won't fix anything unless it has totally stopped working.

While we do appreciate when we are made aware of potential maintenance issues that need to be dealt with and in fact most of your many maintenance requests have been addressed. In this case your Demand was not approved by the property owner of the property on your timeline.  Us telling you the work will be completed as the schedule allows and explaining the circumstances is not us being defensive, it is us being clear and direct that we cannot perform the demanded action on your timeline.  Feel free to contact the office if you feel there is need to further discuss the decision and possibly revisit the issue.
