My 1999 Dodge truck had a very noisy power steering pump that "moaned" when it got below 15 degrees which was pretty frequently this winter. they listened and found that air had gotten in the system so that made the sound. A short time later after purging the air and refilling the reservoir the truck no longer moans and all id well.
