dealer refuses to refund amount due to me re a gap insurance refund

I have visited the dealership 5 times in regard to this matter. I leave telephone messsges for call backs, but they never call back. I left 3 voice mails for the Head of Sales, but wen I tried to leave a 4thl his message advised that his mailbox was full. I am due a $444 refund from the gap insurance policy I sold at the time of purchase. We paid off the car early, went to Norm Reeves and were assured our refund woul be sent by the GAP insurance carrier within a month. A month later no refund was received so I visited the dealership. I was told the refund amount would be sent by the carrier directly to Hyndai Corp. I called Hyndai Corp but they had not received the refund. I called the insurance carrier and was told the check had been sent directly to Norm Reeves. I think their customer relations policy at Norm Reeves is to just keep stalling until the custpmer gets frustated enough to quit requseting the refundand the company keeps the money for themselves.
