Even though LOCO was not able to the perform the maintenance/repairs my RS7 needed. They were totally upfront about their limitations. I certainly prefer that to having them "try" to do something they weren't equipped for and possibly making the situation worse. And given the huge range of work they "are" equipped to perform, I'm sure my case is a pretty rare one. I like and respect LOCO. Thanks guys.
