Unnecessary work?

I presume my car inspection and oil change was done properly. However, I felt I was being taken advantage of when I was told my brakes had "rust flakes". In my 76 years I have never heard of such a thing. And I was told it was cost about $500 to fix. And I was told they could pass the inspection this year but couldn't guarantee anything next year. That sounded like a threat to me. I turned down the offer and left angry. I've been pleased in the past. But not this time.
